obviously, this is only for poor kids who can't afford college. maybe he thinks there's gonna be a war against VA? or maybe he thinks this is some kind of weird jobs program? idk, this one is weird.

From what little is available: they don't use the word "draft" in the article, and from what's there it sounds like they are creating a Civil Corp which is... not the worst thing and I can think of a few great arguments for it.

Of course we live in the worst possible world so who knows how it actually shakes out but...

Voluntary competitive entry level labor program to train the next generation of public sector engineers, bureaucrats, and educators?

      Awesome! Fantastic! Love it!

Mandatory-on-pain-of-penalty bargain basement ditch digger crews used to bust public sector unions and drive down regional wages?

      Probably what we're gonna get.

Where this exists it is also used to scab union industries. Teach for America comes to mind.

Yeah OP's interpretation of this is really something. There's nothing militaristic at all. It's just an Americorps but for Maryland.

It honestly sounds like less of a waste of time than anything I did, or would have been capable of doing, in my first 2-3 years out of high school.
