From what little is available: they don't use the word "draft" in the article, and from what's there it sounds like they are creating a Civil Corp which is... not the worst thing and I can think of a few great arguments for it.

Where this exists it is also used to scab union industries. Teach for America comes to mind.
Yeah OP's interpretation of this is really something. There's nothing militaristic at all. It's just an Americorps but for Maryland.
I know there is a California Conversation Corps that does paid trail maintenance and fire prevention stuff
It honestly sounds like less of a waste of time than anything I did, or would have been capable of doing, in my first 2-3 years out of high school.
