From what little is available: they don't use the word "draft" in the article, and from what's there it sounds like they are creating a Civil Corp which is... not the worst thing and I can think of a few great arguments for it.
Of course we live in the worst possible world so who knows how it actually shakes out but...

I know there is a California Conversation Corps that does paid trail maintenance and fire prevention stuff
It honestly sounds like less of a waste of time than anything I did, or would have been capable of doing, in my first 2-3 years out of high school.
