It would be completely reasonable to treat an attack on the three gorges dam as the equivalent of a nuclear strike both in the devastation and deaths it would cause. This is legitimately the one exception to the no first strike rule that would be entirely justified.

I'm 99% sure that China has already said that any attack on the 3 Gorges Dam would be treated like a nuclear attack and require nuclear retaliation.
