Gangsters make terrible soldiers. They're only good when they're up against the unarmed, and even then they are much like US soldiers in Vietnam: prone to atrocity.

For that matter, civilian militias armed with small arms don't stand a chance against organized military. You need heavy weapons and most importantly support from a great power to even have a shot and your k/d ratio is going to be abysmal.
