There's no situation that justifies putting parachutes for passengers on an airplane. I can't think of a single incident that I've ever heard of (I'm a plane crash enthusiast tbh) where it would have saved even a single life.
Even if you tossed aside any thoughts of actual efficiency, where would you even fit that many parachutes on a commercial airliner? There's already a non-zero chance your luggage ends up on another plane due to weight limits/distribution concerns.
