The modern requirement to have everything be voice acted is kind of a huge anchor weighing down games. I appreciated the Zelda series' stubborn refusal to give a hoot about it.
I really don't think the problem is voice acting. I think the problem is games (and anime) paying fuck all for actors. They get the cheapest and worst possible actors for it and wonder why the outcome gets complained about.
If you put some real genuinely good actors in any of these roles, they will deliver. Ghibli demonstrates this over and over again with their English localisations by actually getting proper actors and they do the job great.
This game is kind of a combination of both worlds, videogames and anime, and it suffers the same problems of anime VA localisations.

botw in the original japanese is far better*, idk why the english voice acting is 90s dub quality but it's painful in comparison
