The problem there is that they have no weapons to fight a civil war. There's no USSR in the world today to ship in a tonne of weaponry and it's unlikely others are going to be willing to do that.
The sooner the USA forces decoupling with China, the sooner it can get foreign policy that’s less dogshit.
If China starts arming groups engaged in anti-imperialist struggles we will have officially entered the cool-zone.
I suspect they do not want to do this until they've overthrown the hegemony. It will be far easier to do it and win from the position of global #1 power than from the #2 space.
They also need global force projection in order to do it. You can't exactly fly a load of weapons out there without a base to land them at. I did notice recently that they're deploying new bases in Africa, so perhaps that's for future plans? That or simply to deter the incoming proxy wars the US intends to start there.
If MAS wins, and Evo eventually becomes president again, I really fucking hope he learned his lesson. After Chávez went through his coup shit, he formed citizen councils which eventually became armed colectivos.
Pretty sure Castro told Allende, "you gotta get your people strapped up, America is a fuck and will either kill you and your people or find local people that will and the USSR ain't coming to rescue you." (probably in a much more eloquent way lol).
The citizens councils already existed, they were called Bolivarian Circles and it's one of the reasons why the coup failed. Evo won't become President again, he was seeking to run for a Senate position, but the coup regime have blocked this from happening.
They will figure out some way to make sure MAS stays out of power. The coup wasn't about Evo it was about MAS.
