You are right but, by the same token, we can say the CR hurt some of those apparent strengths because the CR needed to be dismantled, so gender equality for example made progress that was founded on the CR but when the CR was ended and most of its policy reversed, gender equality suffered a backslide. A project that was less utopian could have preserved those gains by virtue of not half-destroying the country and needing to be combated.
