The Biden administration has warned car manufacturers that they should not comply with a Massachusetts law that makes it easier for consumers and independent auto shops to repair cars, citing concerns with hacking

Translation: Repairs by consumers and independent auto shops would remove NSA backdoors in the car software, so don't let them do it

The executive of the modern state is nothing but a committee for managing the common affairs of the whole bourgeoisie

Read the article and it looks more like the car companies found a loophole and exploited it with Washington going, "Oh well. Nothing we can do about it since it's technically legal."

They did more than saying "nothing we can do about it", they are actively making statements unequivocally supporting the car companies' side using the car companies' own rhetoric. This feels like a case of "Biden admin acts 'progressive' when it's symbolic and as tools of the capitalist class when it matters"

I am reading the article and that's not it at all? They're telling manufacturers not to comply with the law because they (incorrectly) believe that it creates a security risk.

Fuck you're right. Sometimes I'll read shit and my add brain just blanks out. Didn't realize I missed some of the information before doing a reread and seeing that.
