As near I understand it, the materiel we supplied to Ukraine was valued $6.2bn higher than it should have been. I guess because materiel wasn't directly bought for Ukraine, but taken from what the US has. Whether this revaluation has any relation to the actual cost of making and acquiring this stuff is of course opaque.
