The government of Tokelau (ccTLD is .tk) has actual free domains under several ccTLDs they control (no payment info required) to register one you could go to http://www.dot.tk/en/index.html?lang=en
They are real ICANN/DNS recognized domains not subdomains. They also aren't special domains like openNICproject uses which require a change of DNS server.
