I've always assumed that Putin can understand spoken English far better than he can speak it.
Putin can probably speak English well enough, there's just little need for him to do so publicly. If his accent isn't perfect it'd get so much scrutiny, so better to just use translators.

That's a thing in a lot of newer cars. Contains various sensors like the "is the windshield wet" sensor, daylight sensor, and so on. I guess from googling it seems like the main thing is a collision detection (prevention?) sensor? Maybe LIDAR or something?
