if we didnt already have them, there is not the faintest chance you could get libraries created today. or any time within the last 40 years at least. they literally just skate by on being an incredibly old and widespread tradition which is proven to be cool and good. they generally accept libraries only because there's such overwhelming and sturdy evidence that they'd be wrong to oppose them. by that i dont mean they actually believe the evidence, just that they know better than to contradict it
