I know that some school systems can be a bit aggressive with enforcement of child safeguards, but we all forget how prevelant child abuse can be with teachers and how strict rules are there to protect kids, who often can stand up for themselves.

Sorry. I needed to Google this.

Andrew has been observed to rub his hand on a student’s head and shoulder. This was after a number of students had come in from outside from heavy rain and they were completely wet. The teacher who observed the incident felt it was inappropriate and uninviting to rub water off a student’s head and shoulder without permission. The student looked uncomfortable/embarrassed when this happened and commented he was unhappy to another student. The student completed an incident form stating that he didn’t feel comfortable when his head and shoulder was being rubbed by Andrew.

Schools have rules about not touching kids without consent BECAUSE they can't speak up for themselves, and because teachers have so much unseen power with kids.

Yeah, it's rough. There are extremely good reasons for the rules that schools have against touching the kids. It sucks though, because everybody needs a hug sometimes. That's one thing I struggled with when I was working in schools. You're a trusted adult and a kid wants a hug, but it's not a good idea.
