I don't think so, it's more about disruption of the silk road efforts China is making. If Xinjiang collapsed completely it would probably come under Russian influence in the medium term.

i mean oil sucks for the environment but this is legitimately good news. china is still very reliant on coal and oil is a 25% reduction in emissions vs. coal. hopefully this can help them accelerate their carbon neutrality targets
