I don't know if you can give the Korra writers any credit for it either, as they probably thought it was a badass character arc.
Or they're libs, and for them the power structures are not the problem but "Bad People" (TM) misusing their power, so in their view, Toph as a member of the "Good People" (TM) team, made the police force a good thing.
