Honestly seems like the latter at this point, given how common this is. You can find guys with nazi tattoos in the US military and police but it's uncommon enough to make the news. There's nothing remotely like Ukraine where every picture of ten adult men someone has an obvious Nazi tattoo.

I still think Putin isn't as concerned about neo-nazis as much as he is NATO and taking parts of Ukraine for capitalist interests. But holy shit it's been icing on the cake for Ukraine to be infested with nazis. It's probably why more Russians aren't against the war. Morale wouldn't be high if they were fighting solely on behalf of the country's billionaires. But offer them a chance to kill genuine fascists? People will volunteer to do that for free.
The photo's subtext casually mentions the Azov batallion as just being a unit in the national guard. They're perfectly aware of who they're promoting but at this point they don't care AND can't find anyone who isn't a far right nationalist anyway.
They didn't review the photos before releasing them to avoid the nazi's ones, or they just can't find pictures without nazi tattoos?
