I seriously doubt (like 105%) there's only one abuser within the CIA. I'd be more surprised to find out their training doesn't include the application of sexual violence.
Abu Ghraib comes to mind.
Edit: yeah now thinking more about the article none of these attacks were related to his job. So the CIA isn't mad he did this, they're mad he got caught attacking civilians.
