What's with Paraguay and white utopian weirdos (Nueva Germania) trying to settle there? It's racially-mixed and one of the few places in Latin America that didn't try to eradicate native culture and language. If anything, Uruguay would be more logical. I'm guessing the government was just that desperate after the Paraguayan war.
