Better soundproofing and if there's genuinely disruptive neighbours (e.g. throwing loud parties every night) a better way to handle such conflicts. The rest, idk. I kinda like the fact that I can hear kids or music from my neighbours, I wouldn't want to live somewhere completely quiet. I guess living in flats vs in a rural house should be 100% choice instead of down to money, and that would already solve many problems.
