Africa is a very young place. There's very few people over 60 there, which means naturally there's going to be fewer deaths per capita even if reporting were perfect
Like others have said, both. Obviously a lot of African countries don't have the resources to properly test and report covid cases, but it helps that there's still a lot of agrarian society on the continent.
