The non-joke answer is that the new Covid guidelines sort places into tier 1, 2, or 3 depending on how bad the virus is there. 1 being standard social distancing and masks, 3 being "very high" restrictions. But even in tier 3 areas they aren't closing schools, restaurants, or even pubs that serve some food so none of it really matters.
