The cutest anime that I've seen (admittedly, it's almost the only anime that I've seen) is Pokémon. So many cute creatures! Here are some screenshots.

Specifically, this is Pokémon Journeys, I don't know if the older Pokémon animes are different... The few episodes of the original anime and of Sun & Moon that I have watched were quite enjoyable. After I'm done with Journeys, I will watch more of them.

There's a lot of different types of cute, aren't there? Not all of which are necessarily directly comparable.
For manga there is exactly one obvious choice for the cutest, and that is Yotsuba& — I have a cousin around the main character's age and I gotta say that Yotsuba& captures pretty perfectly the way he and a lot of kids that age act. "Today is always the most enjoyable day."
For anime, it's not necessarily the cutest but I want to mention Mitsuboshi Colors for a similar reason, that Satchan reminds me a lot of a different cousin.
Otherwise, I think these are all very cute or sweet shows:
- Stardust Telepath (autism* yuri** factor)
- In The Heart of Kunoichi Tsubaki (interesting setting, kids doing kid shit)
- Love, Chunibyo & Other Delusions (autistic* x nt romance)
- Hitoribocchi no Marumaruseikatsu (autistic* mc making friends)
- I've Been Killing Slimes for 300 Years and Maxed Out My Level (found family isekai)
- Barakamon (calligrapher is exiled to a remote island and learns to be less of a grump)
- Non Non Biyori (I like the moments with Renge and Candy Store)
- Squid Girl (girl who is a squid)

Spy × Family is a pretty cute anime from the top of my hat. I dont watch many cute shows but this one was very cute.
Girls' Last Tour. Two sisters explore a post-apocalyptic megapolis. Riding in their Kettenkrad and carrying their Mosin-Nagant, they look for food and water with the occasional stop when they find something interesting. It's a slice of life anime and really comfy. One episode is just them shooting bottles with their Mosin when they find a bunch of ammo.
The cutest anime I've seen is Dungeon Meshi/Delicious in Dungeon (the new one). But I haven't watched much anime.
