    China donates 70 tons of equipment to Cuba to restore its electric system

    The People’s Republic of China has donated almost 70 tons of power generator parts and accessories to Cuba, aiming to contribute to the recovery of the Caribbean island’s electricity system.

    The materials arrived in the country on Sunday (29) and were received by China’s ambassador to Cuba, Hua Xin, and Cuba’s deputy ministers of Foreign Trade and Investment, Déborah Rivas, and Energy and Mining, Tatiana Amarán.

    According to Ambassador Xin, the shipment is part of China’s second assistance package in 2024 to help restore Cuba’s electricity generation capacity to around 400 megawatts (MW). As part of an “emergency project list,” the donations were included to provide Cuba with effective and rapid aid according to what the Chinese government calls “convenience for the most urgent.”

    The donations come as the Caribbean country is facing a serious energy crisis that has worsened in recent months. This year, Cuba has suffered three total blackouts in the national electricity system, leaving the country completely in the dark. Currently, power cuts are becoming more and more constant, affecting over 40% of the population daily. The situation has seriously damaged economic activity and the population’s quality of life.

    Even with this and the photovoltaic donations, it feels like China is very squeamish about helping Cuba that much. Quite disappointing. Perhaps as the US keeps driving forward on sanctions on China, they'll increasingly not care about potential consequences, but until then, Cuba suffers.

        That's probably the amount of generation the aid gives, not the amount Cuba will have after the aid.

              yeah, its something, but providing some parts to repair 400MW of installed capacity (not 400MW of new capacity?) is pretty tiny considering they have seemingly lost well over half their generating capacity and that 400MW isn't even enough to make up the discrepancy between current (presumably much diminished) demand and supply, and considering the absolute enormity of China's economy and productive capacity compared to cuba... It just is underwhelming, is all. Hopefully it's the first delivery of many

        SEN situation for 03 January 2025.

        Yesterday the [electricity] service was affected from 10:36 AM until 12:58 due to high demand in the central-eastern area with a maximum deficit of 65 MW. And from 15:46 until 20:04, with an even greater incidence in the central-eastern area, the maximum deficit was 660 MW at 18:20 hours, coinciding with the hour of maximum demand.

        The generation capacity of SEN at 07:00 was 2161 MW, and demand 1650 MW, with no deficit. At midday, a shortfall/deficit of 150 MW is estimated, with a greater incidence in the central-eastern area.

        Unit 5 of TPP (Thermal Power Plant) Nuevitas, unit 2 of TPP Felton and unit 1 of TPP Santa Cruz are out of service. Unit 2 of TPP Santa Cruz, units 3 and 4 of TPP Cienfuegos and unit 5 of TPP Renté are under maintenance.

        Limitations on thermal electricity generation total up to 319 MW.

        Fifty distributed generation plants totaling 305 MW capacity are out of service due to lack of fuel.

        During peak hours, it is estimated that 50 MW of generation capacity will be recovered due to distributed generation plants receiving more fuel.

        With this prediction, an maximum generation capacity of 2211 MW is estimated for peak hours, and a maximum demand of 2800 MW, resulting in a deficit of 589 MW, if the expected conditions continue. Otherwise, a deficit 659 MW is expected during peak hours. [It should be 639MW if my understanding is correct , but 659MW is what the statement said]

        UNE-MINEM

        In summary, current peak generation capacity is between 2.1-2.2GW, and peak demand around 2.8GW, resulting in a deficit of between 600-700 MW. I'm guessing that China is aiming to add approximately 400MW to the grid by fixing the limitations on thermal generation capacity (319MW) due to multiple TPP units being out of service or under maintenance, and supplying more fuel for the 50 distributed micro generation plants currently lacking fuel. It seems that enough fuel for between 50-70MW of electricity generation has already arrived based on the UNE statement. This is quite close to the 400MW figure. However, even with this increase in capacity, there will still be a deficit of between 200-300MW based on current trends. It seems a lot of that installed capacity has hit end of life service, if Cuba is saying that only 319MW of thermal generation is limited.

      The situation with regards to Cuba's energy infrastructure is bad and can't be fixed quickly. To supply full demand, they basically need all of their remaining oil burning thermal power plants (TPPs) and micro generation power plants to be running at full capacity. Any maintenance or fuel shortage puts them in a deficit. I did another reply in here breaking down all the numbers, but the summary is current demand is 2.8GW, and current supply 2.2GW. So a 600MW shortfall. And Cuba themselves state that the limitations on the TPPs is only 319MW, which is less than the 400MW China is aiming to reinstate. So even if all of the serviceable TPPs are put back in service, that's still a 300MW shortfall. Cuba has been making up that shortfall using micro generation facilities, but apparently they are now running low on fuel, and that 300MW is not available.

      Long term, you'd have to either rebuild the Cuban grid on renewables (which is the government's plan), or get the Soviet era TPPs back in service. While that second opinion would add a lot to the grid as these could supply GWs of power (Cuba theoretically has over 7GW of generation capacity installed, more than double current demand), it essentially involves rebuilding these oil burning TPPs instead of just maintenance, and would take long. What China appears to be doing is supplying equipment to fix the TPP shortfall of 319MW, and some fuel for the micro generation facilities.
