Absolute galaxy brain. They don't have the resources to imprison all these people and they're a danger alive at all. A bullet is cheap and quick. Reform isn't realistic. Bolivia is not stable socialism. They are under dire siege and imminent threat. They need to not waste resources on trying to rehabilitate fascists which isn't always possible,, you can't force human minds to change after all or change a wealthy person or once wealthy person's class interests in their head.
