Yeah that basically sounds plausible, neoliberalism is at its heart a class warfare project by the elite so it would appeal to a "very successful guy" as you term it. Neoliberalism can also only be applied to populations through the use of "the shock doctrine", which usually involves orchestrating some sort of disaster on a population that leaves the population confused and frightened and then using that space to impose laws that go counter to the populations interest (destroy workers rights, privatize everything, sell off a country's resources to foreign interests. etc. etc).

It varies but requires at least small portions of fascism applied to a country to make the project succeed, and will require some sort of re-application of those fascist principles from time to time to keep the project alive. Since nazisim is to a large degree a variant of fascism I could easily see how that would appeal to a member of the elite (or very successful guy). This is also not really anything new, a mainstay of capitalism is that the system requires haves and have nots, and the system sorts people into those two groups. Typically the haves also need to justify to themselves why they get to own shit and oppress other people, if not in public then at least internally.

I don't really know how many fash are in /r/neoliberal though, I have definitely seen some disturbing shit from there, but have also heard people on social media call themselves neoliberal when they just mean liberal, or because they still buy the American exceptionalism, human rights through war and boot-strapism (yeesh).
