On one side: He (And California leadership overall) is unwilling to actually do what needs to be done to combat this (Pay people to stay fuckin' home).
But on the other: The Recall Newsom crowd clearly just want to replace him with someone that just won't give a fuck at all, open everything up 100% and keep it opened up no matter how bad things get.

Because of our wonderful, perfect federal system, this is effectively impossible for any state to implement, even one as large and wealthy as California. They don't have the power to print money and their ability to take on debt is much more limited than the Federal government. Even if Newsom wanted to pay people to stay home, California would get bankrupted in a month or two - and yes maybe the Federal government can't go bankrupt but a state sure can.
The only adequate response to a pandemic like this is a strong national response. Our system is entirely incapable of this, which is a big reason why COVID is ravaging the US and will continue to do so. And unless we radically change how our government is structured, the next pandemic will be no different.
