i despise chomsky but i'm pretty sure you're misconstruing what he said about NYT, it was more along the lines of "i read the new york times because it's the most honest paper in the world", speaking about what it prints to promote imperialism
If I had to just pick one Al-Jazeera would be a good choice I think. As long as you aren't looking for Arabian Gulf news they have some good stuff. Being state funded by a small petrostate makes them fairly free to report on a bunch of stuff without running into many "conflicts of interest." They don't suck America's dick which I think is most important for global news. It also seems to be quite well funded and professional too so you can actually sent it to your friends and family without linking to "PolPotDaily.cum"
The premis of the question is invalid, theres no one paper that could ever fulfil this goal and thinking that is what gets you into the liberal mindset. Every newspaper will have an agenda (usually aligned with the ideology of the capitalist owner). This idea that there are papers more authoritative than others is just BS as has been perfectly demonstrated by 4 years of russiagate, they are all filled with lies, the only difference is how you want those lies served.
Are you fond of "anonymous US official believes.."? then go with western media like: NYT, WaPo, The Guardian, it'll scratch that brand of bland milquetoast authoritarian bs that liberals love. But expecting those papers to have any truth about what happens in the rest of the world is foolish, they are there to project the western imperial agenda into the population.

Chomsky's greatest strength is his ability to radicalised libs to leave him in the dust

I think that makes sense in the past when you couldn't instantly load up twenty different websites.
