Look at the excuses they give for having a supermajority during the first congressional term under Obama -- "oh, it was really only a supermajority for a few months; oh, despite a blowout victory and an extremely charismatic president we can't possibly sell 'ramming' this through with 58 or 59 votes; oh, we couldn't have possibly passed anything further left than a Heritage Foundation pet project." They've sold the line that they're helpless in far more advantageous conditions, and they've built a (threadbare) political coalition willing to accept that as long as their lives don't get too disrupted.
