They're supposed to "help you see better while it's dark out" but completely blinds the fuck out of you when you're on the receiving end.
They literally make it more dangerous to drive because of the brief moments they destroy your night vision and shit.

It's because people don't aim them.
AFAIK it's a ticket in some places to not have your headlights aimed right.
