You're right, Oblivion definitely had a special edition with the horse armor and everything included ages ago.
I was thinking more along the lines of the games where you can use real money in place of in-game money. Like all of those "live service" games.
There are several TF2 mods doing that and Valve is just quietly refusing to put them on steam because they'd hurt the hat economy.
