I wouldn't wanna be in the apartment directly under it. But I don't think a properly designed monorail would necessarily be disruptively loud, as long as they accelerate/de-accelerate at a proper distance from the station. The station announcements and door chimes would probably drive you crazy though!
I can't imagine sharing walls with a monorail is fun. Then again, my backyard was active railroad tracks for a few years so 🤷♂️

Probably makes more sense in a mixed use building. Commercial under monorail under residential.
Assuming that the noise mostly travels downwards, which sounds plausible but I'd definitely want to check.
