My favourite Joe Biden quirk is that he's absolutely and utterly incoherent like 90% of the time, and kinda has this meandering old grandpa tone when he talks... unless he's talking about black folks or progressives, at which point he sounds genuinely enraged, and also manages to be extremely coherent.
