Honestly not sure this is the play here in New York. I think NYC is unique amongst American cities in that without the subways, the entire city would fall apart. Nobody here owns a car, and everybody uses the subway to get to work/move around/do anything. Neglecting the city's infrastructure until it's privatized will just result in the city itself dying before anything could be privatized. Judging by how things are going right now, honestly might happen.
