That's not at all what's happening with the NYC subway. The subway is in a bad state for 3 main reasons.
There were periods where it was doing well and they took extra cash flow from the subway to expand other MTA projects outside the city
It runs 24 hours so regular maintenance is incredibly difficult and has been for a very long time.
The MTA union has more complicated work rules than any other transit union in the world and uses 2x as many people to do the same repairs, maintenance work, train monitoring, ect, when compared to how things work in either China, Europe, other US cities and so on.
