Frolf courses are good fishing spots around my area, not sure how prevalent they are in other parts of the U.S.
Also it's pretty easy to make friends with stoners, then use their hookups.
As for how to make friends with stoners: when you find some people you're starting to be friends with, share some stories about how you used to get blazed back in college/where you used to live/whenever. Test the waters. They'll let you know if they like to get high, too.
