It's funny how true this is. I just kept wearing dead/Phish shirts to a bar by my apartment and eventually the door guy and I became friends because he used to go to shows. A year later and he gives me free samples of weed whenever I walk in and I bought a bunch of acid off him. That was back when bars were a thing, of course.

As for how to make friends with stoners: when you find some people you're starting to be friends with, share some stories about how you used to get blazed back in college/where you used to live/whenever. Test the waters. They'll let you know if they like to get high, too.

I've always had luck at a dive bar, start hanging there for a week or two and you'll find who to ask if they don't ask you first. Also if you get a job in restaurant I guarantee there are several people who can hook you up.
If you are looking for weed, try discord. Reddit has state specific weed subreddits and they usually have a discord link in the sidebar.
If it's a legal state, there might even be a semi private FB group. I met my weed dealer on FB
If you're in an apartment/dorm, make friends with maintenance. They knows who knows.
