      That's a morale patch. The 18th does have the red Soviet Star behind the blue fox riding a cloud and firing a machine gun on their official patch, with the motto "Have at Thee!" in either Cyrillic or Mandarin depending on what tactics they are teaching with that given day. They do however have an official uniform article that's a red silk aviator's scarf with the hammer and sickle repeating pattern on it. In short, perfectly normal for what they are: a small USSR and PLA air force run by the USAF that lives in the desert, that get away with this stuff in part because they're better than average pilots.

      And I'm not telling you how I know this, but they also have old Soviet banners with Lenin, Marx, etc. plastered all over their squadron ready room where they hold communist book club meetings "to get into the role" as aggressor pilots at Red Flag.
