I really think it's not much more complicated than what you already think it means.
Ireland = want independence = extremism = communism = Cuba and we're the good guys because we speak English.
In addition to this the left/Marxist analysis and party line of the Provos/Stickies and the warm if irregular relationship between Cuba and republican leftists (one of the reasons we thankfully have mainstream demsocs that aren't totally cucked on defending anti imperialist governments) is a factor.
