Apply for provincial and city jobs anyway. The job market is rough right now so I'm not sure that the public sector ones would be more difficult at the moment.
anecdotally: stay away from state and local governments and go with non-profits.
big corporations enjoy a permanent stranglehold over state and local agencies and it's so bad that it's entrenched in perpetuity in all but name to the corporation that charges for the service so you might as well be working for that corporation or else you'll get paid much less and your presence will only serve to help justify that perpetuity.
Look at state and local government and credit unions.
