We basically rebranded this system in the states under means tested welfare. Why put them in camps when you can just starve 'em out? There's a reason we have no safety net, if you can't make money for your boss you have no right to live.
The only lumpen I detest are those that prey on the poor. Like a loan shark extorting someone. Otherwise I have zero issue with someone doing crimes to survive. Most "crimes" are harmless anyway.
