i think the only real way they could do that is by doing some sort of weird shit with the shining path, which is still active in a few regions of peru near the bolivian border. they control a few big chokepoints and the government cant seem to pull them out.
Are they getting any support from Venezuela, Cuba, or someone else who'd align with them?
Or are they basically on their own as far as is known?
