...Is the modern day equivalent of a white person making squinty eyes and saying fake Chinese and broken English in a bad Chinese accent.

I will not elaborate.

The only thing that was banned is using him to refer to Xi Jinping

I did read that Christopher Robin wouldn’t have done well in China anyway and they only let 34 movies imported a year so it likely wasn’t the CCP on that one. But still banning comparisons of Xi to Winnie the Pooh on social media is fairly ridiculous in and of itself. Imagine if Trump had banned comparing him with a freakin Cheeto 😂

My point is that people aren’t being racist with the Winnie the Pooh stuff, it’s just them mocking a leader they think is an authoritarian. Asians look like Winnie the Pooh isn’t a common trope, only applies to him really. Bless

The ban on comparing Jinping to Winnie the Pooh is part of a blanket ban on making false statements about the Chinese government, which I believe extends to making caricatures of politicians. It wasn't just the singular thing, but it extends to every politician and government service. I think the justification is something about control of misinformation. Maybe you could argue they are a little anal about it. I dunno.
