That's how they assign age to justify state violence. You're a boy, girl, or child when you're speaking up or daring to be a person of color, but once you get arrested, assaulted, or killed, it's young man/woman.

I’ve seen articles claiming that (presumably non-black) cops misage black people as older bc they appear older to them bc of lack of extended/sufficient contact with black people or something as justification for this shit.

Yeah, it's bullshit as a justification. I do think there's been studies that show white people specifically regard even black children as much older than they actually are.
I imagine that’s probably bc of how segregated most of American society is. Even in my city which is really diverse most people live in areas that are mostly one race or ethnicity or another
