I mean, there's a pretty obvious reason for this in terms of preventing everyone from all trying to vote at ten minutes before 7pm, which is exactly what would occur absent this system. But just one hour? Lol come on now.

Vote by mail is the obviously best choice, but all systems have flaws, and it's impossible to trust elections in the 21st century if you think about them at all.

It's a good thing in general, the pros wildly outweigh the cons but ideally you still want as many people in a voting booth as possible

As far as I can tell, these are just recommended hours, yes. Seems like it’s just a way to control volume since, if I remember correctly, Peru has compulsory voting.
If the goal was to make it as easy as possible to vote, at minimum you'd have the polls open for 48 straight hours on a weekend. If you really care about elections, the additional cost/hassle would be trivial, and if you're concerned about early reporting swinging results you could just bar any reporting on it until Monday. And I'm not even fully on the "liberal democracy is a scam" train.

Peru has compulsory elections (not sure if it’s a holiday or anything) and you face some heavy fines for flaking. More time would always be great, but I’m not sure if this is as bad as you think.
