Nobody got fired or went to prison. The elected US government doesn't control things. It's the people who are in unelected offices for 30-40 years and can outlast any president.

Trump ordered his security clearance revoked, as would be the minimum punishment, a slap on the wrist, plus very possibly prison time. Nothing happened. His order was ignored.
Not to get too lib but closing Guantanamo would require an act of Congress, which Obama did try to get them to pass in 2009. It failed, of course, even though Dems controlled both chambers.
