I'd make my demands and strike whoever is necessary to prove I can do it. If I can only strike one person it's a bluff but a good one.
I always have to check the context when people say that, it either means I said something actually smart or something profoundly stupid.

Strike some retired ghoul like Kissinger and it's kind of a waste because he basically won, like he's accomplished all the evil he's going to already. But if they're young and healthy, they'll probably live because like 90% of lightning strikes are not fatal. So you need someone who still has a lot of evil left to do, but is frail enough to die from the shock. For that reason, I'm going with Jair Bolsonaro.
It would have to be someone both really powerful and really charismatic, someone who would be difficult to replace. Biden's practically an empty suit. Same with most imperialist world leaders. Smiting specific billionaires wouldn't change much.
