A bunch of teslas got recalled in China, for some problem that's probably unique to tesla (I'm assuming the ashtray beheads all passengers if used). He probably doesn't want the ccp digging too deeply into their cars and thinks that this will somehow help that.
People really misunderstand Musk. He doesn't think of himself as a capitalist. He imagines (extremely wrongly) that he's somehow contributing to socialism in a very vague sense, and he likes the concept in principle (notwithstanding the fact that he doesn't understand and if the principles).
A lot of billionaires in the past couple centuries have fallen into the "utopian socialist" bracket. The type that fetishises the idea of a noble leader presiding over a prosperous kingdom. They see socialism as a return to some idyllic feudal society where they serve as benevolent benefactor of the starving workers who worship them for their generosity.
Sometimes they break out of that and become actually radical (see most of the first waves of communist leaders and thinkers), but a lot of the times their vision of socialism is so far removed from materialism that it's actually just psychotic feudalism.

Nothing good, obviously
China is a big and important market for Elon. Meanwhile, he knows that piggies in the US will buy any shit he promotes on Twitter no matter what.
