You could already do that in Vicky 2, if you managed to keep your militancy low enough so that civil war wont trigger until slavery law gets unlocked.

If they hadnt been a civil war, slavery would still be legal like it was in Mauritania until at least the 1980s and probably still be around just not enforced.

Maximum statehood, every single region that makes even the slightest bit of sense to have had a chance to be a state (even if the nonsense it makes is greater) becomes a state.

Texas, then Rio Grande, Yucatan, Puerto Rico, Cuba, Philippines, Newfoundland, Liberia.

If I have a "justification" for it, I'm gonna do it. Yucatan for example:

Finally, the Yucatecan delegation in Washington made a formal offer for the annexation of Yucatán to the United States, an argument that appealed to some of the radical expansionists and the Young America movement. President James Knox Polk was pleased with the idea and the "Yucatán Bill" passed the U.S. House of Representatives, but was discarded by the Senate.

That same liberal US where you build a capable intervention force 25-30+ years ahead of time, strangle any Leftist revolution in its cradle and impose reactionary governments in their place. Results in Fascist Russia and China.
